The 88-92 Camaro 1LE (Heavy Duty) rotor is the exact same blank as the 81-87 light duty truck rotor, which is the same part number as the 78-92 B-body 'big car' 5x5 rotor and will accept the factory light duty truck calipers in the factory position on the truck spindle. The F-body rotor has the same 11.88x1.1" dimensions and bearings as the truck rotor, just with a 5x4.75 bolt pattern instead of 5x5. Upgrading to B-body spindles w/ 1LE rotors is a common practice on GM cars with short spindles-- they gain the camber benefits of the tall spindle and upgrade from 10.5" to 12" rotors. This swap simply capitalizes on the GM pars bin mentality- the only difference between this setup and a 'normal' truck brake setup is the rotors.

All of that to say this: He should only have the same possibility of lower control arm clearance issues that all lowered 63-87 trucks have when using drop spindles with 15" wheels, depending on wheel backspacing.
