Mine is the same motor you have. Truck is a '89 C1500 silverado. My truck also does the same type of symtoms you say yours does too. If I remember correct, a while back I read someone say that they only make the modules for '90 and up wiper motors so whenever mine starts doing this wacky on off or only work in LO-Hi i'm switching it out for a newer style motor.

One thing that also bugs me is that it doesn't stop at the bottom. What it will do is go down to the bottom and then go back up a little bit.
