I think it sounds like you may solve your problem with the regulator but, I wanted to add that the reason most of the "TECH" lines consultants suck is the same reason it's hard to find a good parts store counter person.
The Companies do not want to pay for knowlegable employees. I agree with the above statement that I think alot just read of of trouble shooting pages to give you answers and most have no hands on experience in the area they are working.
