The flair on the passenger frame rail, I had always thought was for fuel pump clearance on big block trucks, which would ID it as a 68 - 72.
I may be mistaken though...
As for the numbers, they don't really decode it as anything except it was built in Norwood, and it was the 27897th built in *whatever* year. All it does is match it to the VIN on the truck, which, in this case, it doesn't match.
Also, I think you have a typo or misread your VIN... the 6th digit should be a letter, not a number.

Yeah, my vin is actually CS149I848140. If this is the case (it is for a big block, and therefore 68-72) why is the front of my frame (where the bumper bolts on) shaped differently?

I don't understand what you are trying to figure out...

Your frame is not a 67-72 frame, it is an earlier frame as you have already pointed out the front of the frame horns are for the 64-66 bumper, and the steering gearbox area does not match 67-72 either.
As for the flair on passenger side of frame, I have seen that on all of these frames (63-72) whether v8, v6 or s6 engines. The number on your frame would have matched the original cab, so that also indicates your cab was put onto a different frame.

It could also be a 1963 frame. 1963-1972 frames are the same ladder style frames but there are a few differences. I have a '63 and the front of the frame angles back like yours and the idler arm is also leaning forward / like yours, I also have a '68 truck and on the 67-72 frames the idler arm leaned back \. So definitly 63-66 frame.
