What is this tool?

The in-laws picked up a '79 C10 that needed some work the other day. I found a Mac test light under the battery tray and this other tool under the seat. I have no idea what its for. Looks kinda like a tie-rod fork but all the ones I have seen you hammer on the back to get it to break the t-rod apart. This thing, you can't hammer on. Anybody have any ideas what it is?
