"Custom" Cab Sail Molding

Can anyone tell me what orientation the sail panel mounting clip is supposed to be?

The holes aren't centered so it looks like it should only install one way to allow the molding edge to catch. But either way I install it there isn't a gap between the clip and cab to allow the molding edge to slide under the clip.

The first pic shows the way I think it should go. It seems like a spacer or washer would work but I don't remember seeing that when I removed the clips years ago.
