Horn only works if wheel is loose.

Been scratching my head on this one, maybe someone has seen this before...
72 c10 with Chevy van tilt column and grant steering wheel. Got my horn contacts in order and tested with everything worked. Tightened down the wheel and the horn button will not ground out. Unplugged the connector to the column and connected test light to check for ground. Nothing. I can loosen the wheel and once it backs off enough, I can test by shorting the horn contact wire to the shaft and it’s fine. However if I reinstall the wheel, OR with the wheel off, I can push down, hard, on the turn signal cancel cam, and I lose the ground. I can see the spring loaded plunger making contact on the cam, so its gotta be below that. Any idea on this?
