Problems after HEI install

Hi , I have just installed a new HEI unit (ebay) in my 69 stepside with a 250 six

i ran a new 10 gauge wire to ign unfused on the fusebox inside and disconnected the original resistor wire at solenoid and coil

I set #1 @ TDC and made sure the new rotor was pointed to # 1 -- and vac advance was in roughly the same position as original disty

engine turns over but does not fire - based on searching other threads I have

-confirmed ground - 0 ohms from metal stem of HEI to ground (batt neg and engine)
-ran a direct wire from batt + to HEI + (not tach)

no change

I also removed - removed HEI and power and ground to it - no plug wire connected - when I rotate the gear - I see a visible spark on #2 position but not on others

any ideas welcome ?
