In bed spare mounting hardware

I received these with a Blazer spare carrier but I believe they are pickup, and I’m not sure what years. The bolt looks like it has been cut to 6”, which I believe cutting off excess length was instructed by GM - especially on the dealer sold service parts that were longer. Bolt has 1/2-13 thread. I see illustrations that show lug nuts for fasteners but my 71 truck parts catalog shows the nut part number as 3763730, which in internet pics of the GM nut looks identical to my wing nut. Also lug nuts are fine thread so this course thread wing nut makes sense. Any help confirming application and value is appreciated!

Those are for an under bed spare tire carrier for a truck. They are reproduced and readily available so not sure they are worth a whole lot.
