1993 chevy Silverado 4.3l xcab c1500 low heat problem

My heater barely works but my temp is 195° the heater hoses seem to be at about the same temperature. No over heat problem present. Coolant level is good. But the heater just won't blow hot. This has been a problem for years but lately the temperature outside has hit record lows. Please help. 😩😩😩😩😩😩😩😩
