Probably won't get 4" of lift for cheap on a 2wd. You can get 3" kits for the 2wd trucks I know, I think they come with new spindles.

Other than that I know next to nothing about lifting a 2wd.

Lifting a 1 ton 2wd crew cab will be challenging, about the easiest thing to do is a body lift for 3" of lift. You could then probably fit 33s under it. suspension wise I think your limited to maybe custom coils for maybe 1-2" of lift. But doing that limits down travel. Forgot about the lift spindles but again only about 2" of lift as was said.

first off, i do not believe they make lift spindles for 73-87s anymore.. a company use too... but its been awhile.. i need to look again to update myself... but like i said.. last i checked... there werent any made... you can get 3" lift coils... or a coil spacer... if you really plan on using the 1 ton for hauling you could use lift blocks in the rear. OR you could do a shackle flip and get about 4"..... or... like they mentioned you could just get lift blocks. with 3-4" lift you could almost run 35"s... i run 32" stock...
muscle truck... you might check out might site... it is a bit out of date.. but its about lifted 2wds... hence the name Prerunner...

Yeah, I can't find any lifted spindles, they make them for the 88-up trucks but not for the old body style.

Rough country sells a 2" 2wd kit that comes with rear blocks and front 2" springs for about 300 bucks+shipping. You can get it with rear springs to if you want. Then if you wanted you could put their 2" body lift on also and get 4" of lift.

Actually I just noticed their only for 1/2 tons

you can have the spindles from the 88 and up trucks machined to fit, but i guess its all about how much money you want to spend..at some point i plan on moving the A-arm mounts to the center of the crossmember and building custom arms....
