1948 gas tank bracket question.

Ok, I did a little trial fit with my gas tank brackets and have a question. I have a 51ish frame and am mounting a 47-48 gas tank to it. The rear bracket looks to work perfect, there is one hole that lines up there and another will need to be drilled. The front one there is a hole there, but it doesn't fit in flush against the frame, there is a 1/4" inch or so gap. It hits the top and the bottom of the frame before it will fit in there to bolt in as I imagine it is suppose to bolt it in, tight with the inside of the frame.

Was the 47-48 frame thinner there so it would fit, or did it have a little notch? Or is there suppose to be a spacer of some kind in the back where it bolts to the frame?
