Unless you already have it, a Victor Jr for vortec heads is $300-$350.
I don't know how well matched it would be on that combination. If it was my truck (I loved my '93 4x4 Suburban) I would consider a complete L31 from a donor. New fuel pump, some wiring changes, computer and you're done

I agree that the Victor Jr will not be the best manifold for towing. It's RPM range starts well out of the low end TQ area, where you need it most when towing.

Read up some peoples experience with TBI and single plane intakes. Carbs need vacuum signal to pull the fuel through while TBI doesn't. Found several people using Victor Jrs and loving them. A couple of tuners say they actually make better power low with a single plane and injection.

Correct, single plane intakes can work well with fuel injected setups. I'd just get a performer RPM with an adapter plate myself but I've only ever run carbs or factory vortec injection with my setups.

I have a 99 Yukon with a stock L31 350, 3:73 gears, and 4L60E trans. I have towed a 5000 pound boat and trailer, and a tandem axle flat bed trailer with a 5000 pound vehicle on it ( close to 7000 pounds) numerous times without any problem.
