Frame Swap Q...

I have a 03 1500 4x4 ecsb that has a oddly twisted frame.

I also have a 03 2500 4x4 scsb (non-hd) that has a perfect frame.

My Q is will can I use the 2500 frame to fix the 1500?

If both were the same configuration, yes with some work. For instance RCLB 1500 on RCLB 2500 frame, Or ECSB 1500 onto ECSB 2500 frame. You would have to use the bumper fillers for the 2500, and you would be better off keeping the suspension that matches the frame. Extended cab frames are different from regular cab frames, as are crew cabs.
