What do you think happen here?

Decided it was time to replace the rockers so I pulled the cowl, fenders and doors. By the look of the spot welds it appears this piece was damaged at the factory and covered by the fender. It would also explain the perpetual front end squeak.

There is also cracking in the fender (which has had cracks welded before) and a crack at the upper fender bolt hole.
