The Rear Alignment Dowel On The Front Crossmember Where The Front Control Arm Fits Into To Secure It Looks Like It Was Ground Down Or Flattened Out. I Replaced It With An Allen Head Bolt but Cant Get It Secured In The Hole The Same Time As The Front..

Is One Dowel Enough To Keep Stuff From Sliding..

Also Do i Need a Bolt In The Center Hole If I Grind The Head Down Flat Or The U bolts Okay?

I'm not sure about all questions you have. But the only index rivet on the lower control arm shaft is under the front U-bolt. The back saddle rivet doesn't index into the shaft. If you post some pictures maybe we can help more.
I had the shaved rivet problem on my Burban's front saddles so I replaced them with Allen head bolt too. I did have to grind them down shorter so the shafts would seat properly in the saddle. But that may have been due to the modifications I did to the shafts.

That is correct. I replaced my rivets with the allen head bolt as well. While you're in there, upgrade the the u-bolts to the 9/16". They're Dorman 13503 . The stock 7/16" and the 1/2" u-bolts tend to snap when you crank the wheel all the way and back up.

The GM replacements are also 9/16".

I just posted about this, did you have to "dimple" the crossmember to get the 9/16" u-bolts on a 67-72?

What do you mean to "dimple" the cross member? I had to drill the holes in the saddle's and crossmember on my 67 to be able install 9/16" U-bolts, but I don't remember having to dimple anything.

Same here, just ran a 9/16" bit through the hole and that was it. No dimpling of anything involved.
