VDO gauge problems

I have changed out my stock gauges for a set of VDO classic gauges. Everything looks good. The problem is the Oil Pressure, Water Temp, and Fuel Level all read about half of normal. I have tested the gauges per VDO instructions, they are ok. I have tested the sending units they are good, they are all new. I have tested the ground and even ran a direct ground from the frame to the gauge cluster. I am at a loss as to what is the problem. Help?
