It's definitely something though and with outside perspectives....you may figure it out easier. With the shaft pulled all the way up and the original 67-72 turn signal mechanism and cancel cam the S-10 style steering wheel should fit perfect. there should be about 1/8" gap between the bottom of the wheel and the top of the column housing.

And when you do get it on correctly....I found a good way to get it lined up centered on the splines. Put it on as close to straight as you can. Drive around the block and see how off you are. Then pull it up where the wheels are straight (even if wheel is of centered) Put a piece of tape down the top of the wheel and column then take a knife and cut it along the wheel/column separation. Then you can pull the wheel off and move it a spline or two to get it lined up straight.

I don't follow. What is a "left flange"?

I see two questionable things in the picture.
1) The large washer is on the wrong end of the spring according to the diagram in the link I posted in post 25. Although, his pic shows it on the same end as my 69, and I don't remember ever removing the column in 43 years, and mine works fine.
2) It appears that the bracket that bolts to the firewall and secures the bottom of the outer column may be missing (but that part of the pic has something blocking the view). But, I think that only keeps the column steady and, perhaps, the entire assembly from moving fore and aft. Not the shaft only.

The firewall bracket looks like its been trimmed down (trying to find a new one) as the clamp is only biting on it a little bit.

FINALLY got this done today. Modified that horn spring retainer from the new wheel and it fits and word like a dream!!! Truck was torn down all day and kept me at home working on it but its done now!!

I'll take some tomorrow. Have to pick up some tools. Soon as I finished it was time to eat and shower. Feels good not being so close to the wheel now though.

When I pulled the 90's GM wheel off my truck the shaft slid down about an inch and I couldn't figure out for the life of me why I couldnt get any steering wheel back onto the now shorter looking splines. Opened the hood and shoved the steering shaft back up into the cab and voila the new wheel slid right on and bolted up.
