measuring a gas tank

ive got a dumb question guys. when measuring a gas tank do you measure the tank it self or or from the outside lip to lip? i'm trying to figure out how many gals my 75 k5 is. i thought it was 31 but saturday i pulled the tank to install sending unit and it had 3/4 tank. only drove it a few days 3 miles round trip to work and today it took 19 gals of gas. i was like DAM

Maybe you've been buying someone else gas? I'ld get a locking gas cap.
