I had a problem when I put my truck in 4X4 and it turned out to be the thermal actuator. It is located on the passenger side front axle tube. I can't remember if my lights were affected. I don't think they were. Try disconnecting the plug from the thermal actuator and with a new fuse put it in 4X4. If the fuse doesn't blow it is the actuator.
