Post 350 Vortec Help Needed

I bought a 350 vortec off E-Bay. Re-Ringed, mains and rods used the cam and lifters that were in it. Had the valves done.
upon starting today and running the valves the motor has yet to run right. Changed wires and plugs still missing.
Could I have a bad lifter or lifters that are not pumping up and holding the valves where they should be(roller lifters)
