Inner fender seals

Is there supposed to be a seal between the inner fenders and the fender on a 1967 C10?

No , Inner fender seals were on higher optioned trucks starting in late 70-72 , They can be added to an earlier truck but you need the "special brackets" that aren't reproduced .
