Make a circuit about fan speed controller

I am attempting to make a circuit of fan speed controller as my school extends. As the accompanying circuit appears:

The circuit is made up by a 12V DC fan speed controller utilizing LM2914CT which is delivered by Texas Instruments. Maybe I'm dumb but the LM2914CT is a voltage regulator and the P0080EBMCLRP1 is a thyristor, and I'm not sure why you'd need either to make a fan control for a truck.

Because you are German, there is a bit of a language barrier, for me at least. Honestly, I have no idea what you are trying to accomplish aside from a science project for a speed controller.
