Steering column play

Did some searching and wanna make sure im not missing something. Trying to get some of the bugs fixed in my 65 had alot of electrical issues got most sorted out .
Theres alot of up down side to side clearance when moving wheel I replaced the signal light cam and came with a bearing which is total junk I thought this would help with all the play but it still has alot of slop and sets off my horn.. I read to check the tangs in the bezel housing to make sure there all in place and i know my lower bearing feels sloppy which i will replace . Im wandering if theres anything else im missingI would of thought there would be another bearing or bushing near top as the plastic race ball bearing that came with signal cam is crap ? I cant find a good drawing anywhere

Is the spring at the bottom under tension. I think it is used to seat the inner part of the bearings into the outer races.

I have no spring ? Goes on top of top bearing ? There was a grant wheel on this column so I got a stock wheel with horn parts from scotts super trucks he sold me everything supposedly tthatvi needed to put stock wheel on . . Or do you mean the spring at the bottom bearing location ?
Look like something is missing to put preload on top bearing inner race

I was referring to the spring at the bottom of the column. From what I remember it should be pulling the shaft down but maybe when the wheel goes on it pulls the shaft back up taking out the slack? Sort of like the bicycle forks of old used to work. I am guessing on newer columns they found a way of doing it without that spring. I do remember fiddling with it for quite a while before figuring it out and getting it right.

I can't remember if something goes between the steering wheel and the inner race.
