frame notch size

Ok I'm taking measurement after measurement and I just want to double check some things. This is referring to a 57 step side.

how tall of a tire can fit under rear fenders? From what I can tell 27 1/2" - 28"?

If thats right than how tall does the inside of the notch need to be to lay rockers?

I'm trying to work this out in a sloped driveway so angles are playing tricks on me. But from what I've got a 10" notch should clear with room for a bump stop.
