Turn Signal Problems

On my 79' chevy i got the newer 91 blazer front end so I spliced all that together. The low beams , high beams, parking lights, and my passenger side blinker work. My driver side blinker also works but only when the headlights are off. Once I turn my headlights on my driver side blinker shuts off and doesn't blink. I also cannot get my running lights on my fenders to light up. I pulled the harness apart to check grounds and found some things I'll need to fix but what do you guys think? Is this just a ground problem?
