Control arm bushing question

In the process of replacing my upper and lower control arm bushings, 73/87 style, and have a question I need help with. After installing the bushing on one side of the arm, I slid the shaft into the bushing and it seems sloppy. Like at least 10-20 mils or more. Is the fit of the shaft to the inner sleeve supposed to be a press fit or tight fit or should it move around easily? Thanks!

It will move some and will tighten up when you get it all pressed in and the ends pulled up tight.
