Angry shaving bumper bolts

i'm using a cutoff wheel and it's taking a long, hard time with a good bit of gouging into the bumper. nothing that a little welding can't fix but still, can anyone suggest any other methods or tips?

Put the bolt behind the bumper, fill the square hole in with the welder, and grind smooth with a disk sanded and a 100 grit disk.

Somewhat like Randy suggests... use a bench grinder to square up the bolt head, then slip it in from behind.
