High idle issue

I recently put a Holly Demon 625 cfm with electric choke on my 350cid engine. I've noticed that the idle is always high when I pull up to a stoplight/stop sign while driving. I burp the throttle and the idle will go down to normal. I don't have a tach, but it feels like about 1000-1100rpm.

This happens all the time, hot or cold. Every time I stop, the idle will be a little high, and I have to tap the gas to get it to go down. I have a/c, but it is off, and does not have an idle solenoid anyway.

I have the electric choke set all the way to lean, but it was doing it at the factory setting as well. I don't think I have any vacuum leaks because of the fact that it goes down when I tap the gas. The throttle return spring seems ok, maybe a little soft, but still, if it the idle goes down, could that be it?

Any help appreciated.

Weights in the distributor could be sticky.
Or a spring popped off.
