Smile removing tail gate

I am trying to remove the tail gate on my 68 step side. The 2 lower
bolts that hold it to the bed side just turn & do not come out.

How should I get the tail gate off.

If you open the tailgate up all the way. You will see a hole on each side. I took a drill bit and drilled on an angle. And I drove a center punch to hold the trunnion in place. It worked for me. Good luck.
