hole in panel behind seat

My truck has a hole in the panel below the rear window behind the seat. It's almost exactly in the middle. Is that supposed to be there? I'm getting ready for paint and would like to weld it shut if it isn't supposed to be there.

I am not sure. I would assume that the po put it there for something. My cab had a few from an old gun rack I removed and welded up. But does not have one in the center

What hole? Seriously, thanks for your answers. I welded it up using a nail with a head the same size as the hole, and then cut off the excess. First time for me, worked great!
