suburban gas tank install questions

I have a 72 4x4 chevy suburban and I just pulled the old 45 gallon aftermarket gas tank. I installed a used factory gas tank from a 70 chevy 2x4suburban that I pulled a few years back. After installing the straps and tightening them down I still have slack in the straps and the tank is not held in place tightly. I'm puzzled and hope some one can help. Thanks. Here are a few pictures.

Can you show better pictures of how you have the bolts in the frame?

The J hook bolts go into holes on the outer sides of the frame rails.

Found a pic of mine just to give an idea

Thanks for the picture and the info. I don't have any holes on the outside of the frame. I also checked a 72 blazer frame that I have and it doesn't have holes in the side of the frame either. Both are are 4x4 frames and the suburban that I removed the donor tank from was a two wheel drive. I wonder if there is a difference? Maybe some one can tell me. Here are some pictures of the sides of the frame.

Is it because the top of the tank is hitting the floor, or is it simply that the J bolts have run out of thread to fully suck the tank up to the base of the frame?

You are missing the spacers that go between the tank flanges and the frame. WES
