Fender/Inner Fender Which one first

Is it best to install fender first or inner fender first? I have done it both ways but never had real nice paint to worry about. I have found an old post but see different answers. Most of which don't specify if they have nice paint or not. So, which is it? Fender first? Inner fender first?

I painted my truck apart and then assembled . I found it to be beneficial to do the fender first . I just felt hanging the fender first would go on easier with out much obstruction and wiggling to damage the paint . Once I got the complete front end on and adjusted the inner went in with out any problem . Once the inner was in I could wiggle it and line up all the bolts and lock it into place . Mine went pretty smooth .
