Removing a brazed on spare tire cover.

The PO of my truck had a patch brazed on over the spare tire cut out on my rear step side fender to make it (kind of) smooth. Anyone have any ideas on how to remove it without destroying the fender? The lap on the patch looks like it's anywhere form 1/2 to 1 inch. From what I can see from the back side the fender was not cut up to do this.

This is a other wise near perfect, rust free fender with only a few minor dents so I would really like to save it.
