Best way to paint the outer grill?

Sorry for not having pics, my computer has been on the fritz.

So I am about to remove my rusty and crusty original grill brackets and while those are off, it would be a good time to paint that black line that goes around the grill (mine is all but worn off). What is the best way to paint that on including what paint?

I was thinking about roughing the area up a bit with steel wool, taping it off, and then spray painting on some primer and then gloss black. What say you?

71 Custom Deluxe, SWB, 2WD, 402, A/C. I developed an assm. guide "kit" for restoring it from ground up. With assys, the guide accts for 1000s of OEM identifications and part numbers, all written in short order. 700+ images include assm, illust., charts, and points of interest.
