Low fuel pressure

I have a 2001 Suburban with a 5.3 that has low fuel pressure. I have check it with a fuel pressure gauge and it reads anywhere from 15-30psi at the fuel rail. First I changed the in tank fuel pump unit. Then the fuel regulator on the driver side fuel rail. I'm still getting only 15-30 psi of fuel. Trucks runs very poorly then dies. I verified the gauge works by installing it on my LS swapped project vehicle, it reads 57psi. and runs great.

Do you guys have any suggestions other than fuel pump and regulator?

You didn’t mention changing the fuel filter...did you change it?
