Truck Grounding

I own a 1982 Chevy C10 pick up with a 350 in it. It cranks up without any issues, but none of the electrical systems seem to work. None of lighting (headlights, turn signals, back up lighting, stop light and everything under the dash) works. All the fuses are good and then I used a test light connected to the battery to see if there was a short. As I pulled each fuse out, the test light stayed on indicating a short somewhere, but that didn't help. Then I did a visual check of all the wiring, checked for loose connections and also to see if there were any wire grounding out somewhere all to no avail. Does anyone have any suggestions on where I can go from here?
