'85 washer pump getting 12v but won't run?

Hello,

I just got my replacement washer fluid reservoir pump and plugged it in to test. When activating my washer pump from the steering column switch, the pump does not fire. I checked the voltage and it's getting 12v, I assume it's a switched ground? Any idea where to start looking?

When activating the washer fluid switch, the wiper motors work fine, but the motor refuses to fire.

After fiddling with it some more, I'm only getting around 8v, if I test the positive with a chassis ground (not the ground on the washer motor plug) I get 12v. Any ideas?

Still trying to figure this out. I believe the ground on the washer pump plug is bad (as I'm only getting 8v vs. 12v using a chassis ground. Where is the ground located for the washer pump? Where should I be looking?

The ground is through the mounting bolts for the wiper motor.
And yes, it is ground switched.
