Throttle connecting rod?

Hi,
We have a '90 Suburban. On the throttle linkage, which seems to work fine there is also a solid connector rod which is not attached to anything. (!)

It looks like it should be attached to the center of the circular device on the firewall.

What is that device and should we attached the connecting rod to it?

And yes the rod attaches to it.
