Axle swap

This is my first go round with any type differential rebuild. pulled axles and axle bearings and seals from my 68 12bolt, Inspection of ring and pinion look fine, no funny looking pattern, but when I turn the pinion shaft by hand it does not turn smoothly and not real easy. It is like gears don't mesh very well. Does this sound normal?
