Timing Tab
I haven't messed with timing marks for awhile and never with a big block. Isn't the balancer with the timing mark supposed to stick out beyond the timing tab so you can see it while making adjustments? This is what I'm looking at...

The balancer rubber has failed and the outer ring has slid back toward the engine block, even looks like it is rubbing on the oil pan flange. Replace that balancer and then your timing marks will line up as they should.
