does the whole axle pivot..unless it just a axle sitting there to hold up the front...maybe..looks a lot like a rear axle

My guess is like a skid steer/crawler. I wonder if that's why all the braces. Hard on those spoke wheels, though

Maybe not so far fetched. could it be set up to drive on tracks? That could explain the lack of tires

Why would you need 4wd to run RR tracks?

Poor traction with steel rims on steel rails.... Going up a grade or pulling a load, any advantage helps.

looks like a hydro cylinder on the right, maybe it steers the whole axel
