700r4 shifting

I have an 87 GMC sierra classic. I have a mildly built 350 w/ edelbrock 650, 2800 stall;
So I have a freshly built level 2 700r4. I just finished installing, and running it. The truck was previous throttle body.
Today while running it around the block, it seemed like it didn't want to shift out of 1st gear.
The TV cable is connected correctly to the carbureator, I have the geometry correcting adapters mounted on the bottom of the throttle arm.
I didn't run it hard or fast, but I did get enough RPMs for it to upshift, but it never did.

Tomorrow I will disconnect the TV cable from the tranny to ensure it is connected correctly.
Transmission fluid level is full. Goes into gear fine and pulls fine, handles the power well, does not slip. It just didn't upshift.

Any other ideas of what I can check? If I don't figure it out over the weekend, I will call the builder Monday. He is a highly reputable performance tranny builder in my area.
