Basic Tools Needed for Rust Repair?

What the basic list of tools needed for patch panel repair? What type of grinder is recommended for removing paint? What's best for making cuts in the sheet metal?

Cuts it sheet metal or cutting out rust I use a 4 inch grinder with a zip cut 1/8 or thinner blade, a mig welder is best but I settled for a flux core welder when weeding new pieces in, for removing paint around 80 grit removes it quick with flex pad on grinder with flexible metal oxide pads. This should get you started, check out my build thread I had to deal with enough rust.
