Clutch pedal higher than brake pedal?

Looking at the rubber pedal stops(which are still there) makes me think it's normal for the clutch pedal to be about 2 inches higher than the brake pedal. Or am I missing something? It a 65 with a 230 and the original granny 4 speed.

The clutch was higher than the brake on my 62, but I lowered the clutch to match the brake
