'00 Chev heater problems

I've got a 00' Chev silverado 1500 Z71. The heater seems to be stuck on "hot". I can move the dial to cold, even turn AC on, and it still blows hot. Messing with recirc or fresh air doesn't help either. There must be some kind of operater for a damper that's not working? Any ideas?

Will those instrucitions work on an 04 silverado with the dual controls and a 04 Tahoe with dual controls?
My truck the passenger side sticks on HOT no matter what you do to it, and the wife's Tahoe just started today with the drivers side sticking on hot.
