Can anyone tell me what these are off of and what their approximate value is?

That's a hubcap. Center caps are the trim piece for the center of styled wheels. That type of hubcap was used from '76 through '91. They are fairly abundant and only the minty ones are worth much at all. The black accent paint is totally gone from yours. They are all worth keeping/selling, just not worth big bucks
