What are these that came with eyebrow trim

Getting ready to install my eyebrow trim. Opened up the hardware pack and found some adhesive backed "things". I guess they go between the "backing plates" and the nuts with the adhesive side against the "backing plates.

Anyone familiar with these.

I am not familiar with the eyebrow trim installation, but you are correct in thinking that the washer-like pieces go with the sheet metal stamped nuts (otherwise known as Speed Nuts). Put the adhesive side to the nut and the thickness of the washer merely helps keep tension on the connection.

Think I bought them from classic truck parts out of Texas. They seem to fit the body lines of the new fenders pretty good on trial fit but won't know for sure until I get time to install.
