Pine Pitch

What is the best way to get Pine Pitch off my truck? It just has primer on it, but I was going to do some sanding when I see this pitch dipping on my hood.

Probably a razor blade and reprime. On a finished surface I use WD40 or some really hot water to soften it up, depending or the thickness of the 'drip'
