I think you are on the right track to check the float level. There is a lot of variation in the specks on these. If had to pull the top off of them often to get it right. I don't like Holleys but they do have an external float check/adjust.

Your very first post states with the original carb it run fine....put the original carb back on the vehicle and see if it runs fine....

If it does, send the NEW carb back where you got it....get another one. Why would you open up a new carb to fix it, it should work for you out of the box....

Not sure why you would spend the money for a new carb when you stated it ran fine to begin with...did I miss some thing along the way ?
